Dodoma City Council Approves Plan to Divide Urban Constituency

Dodoma, Tanzania – The Dodoma City Council has officially endorsed a proposal to divide the existing Dodoma Urban Constituency into two separate electoral constituencies: Dodoma and Mtumba.

The decision aims to enhance governance and public service delivery in response to the constituency’s growing population, which currently stands at 795,000 registered voters. Under the proposed split, Dodoma Constituency will encompass 21 wards with 412,000 residents, while Mtumba Constituency will cover 20 wards with 383,000 residents.

Boosting Development and Public Services

Dodoma Urban MP Anthony Mavunde lauded the council’s decision, emphasizing that Dodoma Urban is one of Tanzania’s largest constituencies, consisting of four divisions, 41 wards, and 222 streets.

“The division will enhance public service delivery, facilitate easier access to the Constituency Development Fund (CDF), and accelerate infrastructure development,” Mavunde stated.

He reassured residents that government-backed initiatives would ensure both constituencies continue to benefit from various development projects under the Dodoma City Council.

“This move will drive significant progress and ensure that Dodoma City reaches new milestones in development,” he added.

Rationale Behind the Electoral Boundary Adjustment

Presenting the proposal, Dodoma City Council Election Officer Albert Kasoga outlined the key factors influencing the decision. These include:

  • Economic considerations
  • Population density
  • Urban planning requirements
  • Availability of social services such as schools and healthcare facilities
  • Access to critical infrastructure like roads and telecommunications

The plan has been welcomed by local representatives, with Chahwa Ward Councillor Sospeter Mazengo commending the National Electoral Commission (NEC) for addressing the challenges posed by overpopulated constituencies.

“With over 700,000 people in Dodoma, this division will bring services closer to the community, improve access to CDF funds, and stimulate faster development. I appreciate the efforts of the government and NEC in making this possible,” Mazengo remarked.

Legal Framework and Compliance

The restructuring aligns with Article 75 of the 1977 Constitution of the United Republic of Tanzania, which empowers the NEC to review and redefine electoral boundaries. It also adheres to Regulation 18(1) and (3) of the 2024 NEC Regulations, ensuring a legally sound and well-structured demarcation process.

With the proposal now approved, further administrative steps are expected to follow, setting the stage for improved electoral representation and governance in Dodoma.
