Swisscontact, the Swiss Foundation for Technical Cooperation, is inviting applications for the position of Vocational Skills Training Development Coordinator to join its dynamic team in Morogoro, Tanzania. This is a full-time position that plays a key role in enhancing youth employment through non-formal vocational training development and labour market research.
About the Project: Skills for Employment Tanzania (SET)
Funded by the Swiss Agency for Development and Cooperation (SDC) through the Embassy of Switzerland in Tanzania, the SET project focuses on improving access to quality vocational training tailored to the needs of both young people—particularly women and young mothers—and the evolving labour market. The initiative collaborates closely with public institutions and private sector stakeholders to align training with real economic demands.
Position Overview
The Vocational Skills Training Development Coordinator will be based in Morogoro, with occasional travel to other regions across Tanzania. Working under the guidance of the Vocational Skills Development and Gender Equality and Social Inclusion Manager, the successful candidate will be instrumental in designing, revising, and promoting non-formal training programs and conducting Labour Market Analysis (LMA) to ensure relevant and effective skills development.
Key Responsibilities
1. Non-Formal Vocational Skills Program Development (50%)

Lead the design, revision, and implementation of vocational training programs including curricula, training manuals, and cost structures.

Ensure inclusive stakeholder engagement in job analysis and curriculum development.

Integrate industry-relevant practices and emerging technologies into training content.

Support dissemination and institutional adoption of newly developed or revised programs.

Facilitate the creation and use of a guideline for non-formal program development.
2. Labour Market Analysis (LMA) (40%)

Coordinate LMA studies at local levels with a focus on the aspirations and needs of youth.

Identify current and future skill gaps aligned with economic opportunities.

Empower partners to conduct their own LMA through capacity-building activities.

Analyze and report LMA findings, maintaining high standards of quality and relevance.

Collaborate with authorities and stakeholders to create a knowledge hub for non-formal vocational skills development in Tanzania.

Support the development and implementation of simplified LMA guides for training programs.
3. Additional Responsibilities (10%)

Collaborate with youth training coordinators to integrate LMA insights into training delivery.

Contribute to project reporting for both the Tanzanian Government and SDC.

Participate in Monitoring, Results Measurement (MRM) activities and ensure data alignment.

Ensure integration of Gender Equality, Social Inclusion (GESI), and climate considerations.

Prepare YPOs, budgets, and administrative documentation in collaboration with the manager.

Undertake other tasks as assigned.
Required Qualifications and Experience

A minimum of a bachelor’s degree in education, economics, project management, or a related field.

At least five (5) years of professional experience in developing vocational training programs, particularly in non-formal settings.

Proven knowledge of local-level LMA and youth-focused needs assessment.

Demonstrated experience in partner capacity building in LMA and curriculum development.

Strong experience collaborating with both public and private sector actors.

Excellent communication and report writing skills in both English and Swahili.

Detail-oriented with strong organizational and analytical skills.
-
Proficiency in Microsoft Office tools (Word, Excel, PowerPoint).
Duty Station
The coordinator will be primarily based in Morogoro, with intermittent travel required to support activities in other locations across Tanzania.
