Hand in Hand Eastern Africa-Tanzania (HIHEA TZ) is a Non-Governmental Organization (NGO) registered since 2018. As part of the Hand in Hand Global Network, we aim to empower marginalized communities, particularly women, by promoting sustainable enterprises and job creation. Our vision is to reduce poverty and vulnerability through economic and social empowerment. HIHEA TZ operates in Moshi and Arusha, where we focus on helping people build independent, market-based economic activities.

Position Summary
The Senior ICT Officer will provide high-quality ICT services and administrative support to Hand in Hand Eastern Africa - Tanzania, including system maintenance, user support, troubleshooting, and the upkeep of ICT equipment and software. This position plays a critical role in supporting the organization's mission by ensuring smooth ICT operations.

Key Responsibilities

  • General IT Support

    • Provide end-user support for hardware and software issues for all staff members.
    • Manage internal mail systems, troubleshooting, and resolving issues as they arise.
    • Assist in the analysis and design of ICT systems to meet organizational needs.
    • Work with the Head of ICT in customizing and testing system features based on user requirements.
    • Develop and enhance ICT-related application systems, including Android applications.
    • Train staff on ICT applications and resolve IT-related issues.
    • Maintain an inventory of all ICT hardware and software.
    • Keep updated on new ICT developments and trends, advising management on new procurement needs.
  • Systems Administration and Maintenance

    • Serve as the ICT Systems Administrator, overseeing daily operations of ICT networks and systems.
    • Troubleshoot and resolve ICT hardware, software, and system issues promptly.
    • Organize installation and configuration of ICT systems, ensuring testing and training are conducted.
    • Maintain technology assets, including desktop computers, printers, and network equipment.
    • Support the creation of administrative tools and reports based on user requirements.
    • Maintain a log of issues, resolutions, and system updates.
  • Compliance and Security

    • Assist in the development and periodic review of ICT policies, procedures, and systems.
    • Ensure compliance with data protection regulations, including performing regular data backups.
    • Monitor the internet usage and compliance with established ICT policies.
    • Update or create new IT user manuals and training materials as needed.
  • Additional Duties

    • Perform other tasks as assigned by the supervisor.

Qualifications and Skills

  • Education:

    • Bachelor’s degree in ICT, Computer Science, or a related field.
  • Certifications:

    • Additional certifications in application development (PHP, .NET Framework, Java, SQL) and Microsoft Dynamics NAV are an advantage.
  • Experience:

    • A minimum of three years of relevant work experience in a similar role within a busy organization.
  • Skills:

    • Strong knowledge of ICT systems, hardware, software, and network management.
    • Ability to develop and customize applications using PHP, .NET Framework, and Microsoft Dynamics NAV.
    • Knowledge of Microsoft Navision, Office 365, SharePoint, and MS SQL.
    • Strong analytical, troubleshooting, and problem-solving abilities.
    • Excellent communication skills in English and Kiswahili.
    • Strong organizational skills with attention to detail and the ability to work under minimal supervision.
    • Experience in managing firewalls and cybersecurity tools.
