Job Overview

Kilombero Sugar Company Limited (KSCL), the largest sugar producer in Tanzania, is seeking an experienced HSE Manager for the K3.1 Project. This role will involve supporting and overseeing the EPC contractor's compliance with health, safety, and environmental (HSE) standards. The HSE Manager will work closely with the Project Site Execution Manager and other team members to ensure adherence to the IDTL HSE standards, safeguarding the project’s successful and safe completion.

Key Responsibilities

• Engage with the Contractor's HSE representatives to ensure proper risk assessments are conducted and mitigated.
• Monitor the site for compliance with high-risk activity protocols and enforce the use of appropriate PPE across all operations.
• Collaborate with the IDTL Project Team to implement corrective measures and ensure swift resolution of any HSE-related issues.
• Advise and guide the Contractor’s HSE Site Manager on continuous improvement of safety performance and risk management.
• Oversee and enforce compliance with Tanzania's OSHA regulations applicable to large projects.
• Perform regular inspections and internal audits to ensure compliance with both legal requirements and KSCL’s Safety Management System (IIRMS).
• Assist with the coordination of emergency response protocol testing and operational readiness programs.
• Promote adherence to the Project Charter, as well as policies related to HSE, Anti-Bribery and Corruption (ABC), and Competition Law.

Qualifications and Experience

• Bachelor’s degree in Safety, Health Engineering, or a related field.
• SAMTRAC/NEBOSH certification is required; additional certifications like ISO 9001/45001/14001 are advantageous.
• At least 8 years of experience in SHERQ management roles, with a proven track record in senior management.
• Strong report writing and communication skills, especially at a senior management level.
• Proficiency in MS Office and a solid understanding of Tanzanian OSHA requirements.
