BRAC Maendeleo Tanzania is inviting applications for the position of Assistant Finance Manager, a critical role in bolstering the financial integrity, compliance, and reporting across its donor-funded programmes. This full-time position is based at the organization’s Country Office in Dar es Salaam.

Programme Overview

In partnership with the MasterCard Foundation, BRAC International is implementing a wide-reaching initiative aimed at positively impacting the lives of 1.2 million adolescent girls and young women (AGYW), and approximately 9.5 million people across seven African countries, including Tanzania. The initiative seeks to foster economic empowerment through a holistic, scalable development model tailored to support AGYW from adolescence to adulthood, equipping them with vital skills, tools, and financial access.

Position Summary: Assistant Finance Manager

Reporting directly to the Finance Manager, the Assistant Finance Manager will play a pivotal role in ensuring rigorous financial reporting, budget oversight, and compliance with donor and statutory obligations. The role will oversee Finance Officers and Regional Finance Managers, ensuring robust financial operations and transparent record-keeping across all programme activities.

Key Responsibilities

  • Assist in the preparation of financial and cost management reports for MasterCard Foundation grants and other international donors.

  • Supervise Finance Officers and Regional Finance Managers in budget reviews, expense forecasting, and monitoring expenditures against approved budgets.

  • Ensure all donor fund expenditures are recorded in compliance with accounting standards and donor regulations.

  • Oversee preparation and coding of payment vouchers and general journals for timely month-end processing.

  • Review monthly bank reconciliations and maintain accurate financial records for both internal and external stakeholders.

  • Support timely preparation of monthly and quarterly financial reports for review by the Finance Manager.

  • Ensure financial documentation aligns with internal policies, local statutory regulations, and administrative procedures, including Tanzania Revenue Authority requirements.

  • Facilitate the audit process and statutory tax submissions by preparing required documentation.

  • Maintain financial accounting systems including accounts payable/receivable, credit control, and petty cash.

  • Protect sensitive payroll and financial data in accordance with legal requirements.

  • Lead continuous improvement of financial systems by identifying process inefficiencies.

  • Coordinate closely with field teams and head office units to ensure streamlined financial operations.

Safeguarding Responsibilities

  • Ensure a safe working environment and protect all staff and community members from harm, abuse, and exploitation.

  • Promote safeguarding awareness across teams and ensure adherence to policy standards.

  • Follow established procedures for reporting safeguarding incidents and encourage others to do the same.

Required Qualifications and Experience

  • Bachelor’s degree in Finance, Accounting, or a related field.

  • Certified Public Accountant (CPA), or in final certification stage.

  • Minimum of 3 years of progressive experience in finance and accounting, ideally within an international NGO.

  • At least 1 year of supervisory experience managing small teams.

  • Proven experience in donor-funded project finance, reporting, and compliance.

Skills and Competencies

  • Strong command of financial reporting, budgeting, and reconciliation practices.

  • Proficient in Microsoft Office (with advanced Excel skills), and accounting software such as QuickBooks.

  • Knowledge of IFRS, IAS, donor compliance standards, and Tanzanian tax regulations.

  • Fluency in both English and Swahili (written and spoken).

  • Strong analytical, leadership, and interpersonal skills.

  • Familiarity with local tax systems and remittance requirements.
