TLS Empowers Ward Land Councils in Iringa with Training

The Tanganyika Law Society (TLS) Iringa Chapter has conducted a training session for members of ward land councils in Iringa Municipality. This initiative aims to enhance their legal knowledge and ensure land dispute resolution is carried out fairly and in accordance with the law.
The training was prompted by challenges facing some ward land councils, where they often focus on making rulings rather than facilitating conflict resolution. Through this program, council members have received guidance on upholding justice, integrity, and adherence to legal procedures when resolving disputes.
District Commissioner Calls for Integrity in Land Councils
Iringa District Commissioner, Kheri James, emphasized the importance of council members executing their duties with honesty and in compliance with legal frameworks. He warned against corruption, stating:
“Bribes will get you nowhere. Serve justice, and if you cannot resolve an issue, escalate it to higher authorities for further assistance.”
He also commended TLS for its efforts in providing legal education and assisting in resolving land disputes. Additionally, he reminded council members that they serve as a bridge between the community and higher legal institutions and must, therefore, practice patience and apply legal knowledge alongside local customs to achieve amicable settlements.
Challenges Facing Ward Land Councils
Moses Ambindwile, Chairperson of the TLS Iringa Chapter, outlined several challenges affecting ward land councils, including:

Limited public awareness of land procedures.

Inadequate training for council members.

Political influence and corruption, which can lead to biased decisions.
To address these challenges, the training focused on land dispute resolution, gender-based violence, and good governance.
Importance of Writing a Will
Antigon John, Chairperson of the Iringa District Land and Housing Tribunal, urged citizens to draft wills to reduce family land disputes. He pointed out that many cases brought before the councils stem from inheritance conflicts, an issue that can be mitigated through proper estate planning.
He also criticized some councils for issuing rulings instead of mediating disputes, stating that this practice violates legal procedures and may undermine citizens’ rights.
“We believe this seminar has significantly improved the understanding of council members, as they are the closest legal representatives to the people. Following this training, we expect councils to fulfill their duties more effectively, adhere to legal procedures, and strengthen land dispute resolution,” he stated.
Through this training, TLS aims to improve the efficiency of ward land councils in Iringa, ensuring justice for all and reducing the prevalence of land disputes among residents.
