Shinyanga Health Centre Building Becomes a Crime Haven

Residents of Kizumbi Ward in Shinyanga have raised alarms about the unfinished community-built health facility in their area, which has been transformed into a hotspot for criminal activity, including rape.
The facility, which has been under construction for nearly a decade, has become a haven for lawbreakers, with reports of women and girls being assaulted within its confines. The incomplete building has posed significant risks to the safety of the local community.
During a public meeting on February 25, 2025, held in Kizumbi as part of a visit by Shinyanga Urban Member of Parliament, Patrobasi Katambi, the disturbing situation was highlighted by local residents.
Yunis Ezekiel, a concerned local resident, expressed fear over the growing number of incidents within the facility, recounting alarming events. “We have found clothing, shoes, and scarves inside the building. On one occasion, a woman ran out of there naked. This place has become a den for rapists, and we urge you to take action,” Ezekiel said.
In response, John Kombe, leader of the traditional security group known as "Sungusungu," shared the efforts they had made to curb the criminal activities. "We attempted to conduct patrols to provide security. This building has now become a site for sexual activities. We have uncovered two such incidents," Kombe explained.
Dr. Elisha Ndaki, the Chief Medical Officer of Shinyanga Municipal Council, provided an update on the status of the health facilities initiated by the community in the municipality. "We started with 16 buildings, six of which have been completed. We are continuing with the completion of the others, including the Bugambelele health facility, which has been allocated funds in this year’s budget,” said Ndaki.
In his response, Katambi, who also serves as the Deputy Minister in the Office of the Prime Minister for Youth, Employment, and Persons with Disabilities, promised to take swift action to address the issue. “I have heard the complaints about the ongoing rape incidents at this health facility. As the Member of Parliament, I will ensure we work on this matter, and I promise to oversee the completion of this building to restore the dignity of the residents,” Katambi stated.
The community's concerns underscore the urgent need for timely completion of public health infrastructure to ensure safety and enhance the well-being of the local population.
