Right to Care Zambia plans to hold a Mid-Term Strategic Plan Review to review progress on stated goals, consider new contextual shifts, and reassess its strategic plan as necessary. The review comes at a particularly relevant time, amidst shifting donor contexts, growing criticism of traditional development assistance for health (DAH), new U.S. global health policy direction under the current US presidential administration, and increased demands for socially responsive development models.
With the health and development community increasingly prioritizing social, governance, digitalization (notably the application of Artificial Intelligence (AI) to health programming), and diversified and sustainable financing, RTCZ must adapt its strategic plan to be fit-for-purpose. In reviewing it, consideration will also be given to critically examining the influence of RTCZ's advocacy, communications, and business development efforts and to enhancing its research competency and knowledge translation function.
Lastly, this mid-term review is not simply an accountability exercise and learning moment, rather, it is a strategic moment for RTCZ to shift, to innovate, and set itself for resilience, for relevance, and for long-term impact in Zambia's fast-evolving health sector and broader global development context. Especially that there is a push for more country-led, holistic health system strengthening that supports national priorities and sustainable financing mechanisms.
Specific Objectives
Scope and focus of the Assignment
The assignment will support RTCZ and its stakeholders through a technically grounded, consultative, and participatory planning process, including extensive engagement with public and private sector partners. The desired output is a reviewed five-year strategic plan (2023–2027), realigned to address emerging issues in the development landscape, incorporating institutional arrangements, specific activities, proposed programs, timelines, targets, and a detailed costing.
The strategic plan review process will start with a detailed context analysis through document review and consultations with stakeholders. The consultant(s) is expected to develop an analysis framework and work plan to guide the assessment and review of the strategic plan. The plan should clearly indicate the key strategies and sub-plans for the different organisational pillars. The Strategic Plan review process should also incorporate a comprehensive analysis of internal and external factors, including an assessment of Strengths, Weaknesses, Opportunities, and Threats (SWOT), to demonstrate how all RTCZ programme components can be effectively aligned and managed to ensure the successful implementation of the 2023–2027 Strategic Plan.
The scope of work for the Consultant(s) will include, but not be limited to:
a) Conduct a consultative process and application of an appropriate tool of analysis, identify/select the final focus areas, and develop strategic objectives and key result areas for the same.
b) Propose a strategy for achieving strategic objectives and key results.
c) Develop a Results and Resources Framework for the planned period.
d) Hold stakeholder meetings to validate the draft Strategic Plan.
