Eastern Cape Social Development EPWP Opportunities 2026 Open Thousands of Pathways for Unemployed Residents

The Eastern Cape Department of Social Development has officially launched its Expanded Public Works Programme (EPWP) opportunities for the 2026/2027 financial year, offering a major employment and community development initiative aimed at unemployed youth, women, caregivers, and vulnerable residents across the province.

Applications close on 21 May 2026, and successful applicants will be contracted until the end of March 2027. The programme forms part of South Africa’s broader EPWP framework, a government-backed initiative designed to reduce unemployment through temporary work opportunities, skills development, and community-based service delivery.

The latest Eastern Cape intake includes several social-sector roles spread across district municipalities and metropolitan areas, with monthly stipends ranging from R3,082 to R5,500.

A Provincial Push Against Unemployment

The Expanded Public Works Programme remains one of South Africa’s largest public employment interventions. Nationally, the programme was created to provide temporary income support and practical work exposure while improving local services and infrastructure.

In the Eastern Cape, where unemployment and youth joblessness remain major socioeconomic challenges, the Department of Social Development’s 2026 opportunities target both economic relief and community support.

The department says the programme is intended to give participants meaningful workplace exposure while simultaneously strengthening social welfare services in communities throughout the province. Many of the roles also focus on social care, data collection, advocacy, and youth engagement.

The 2026/2027 intake includes seven major EPWP categories:

EPWP Change Agents

The Change Agents programme targets unemployed youth with a Grade 12 qualification. Participants will receive a monthly stipend of R3,082 and will work in community-based social development activities.

EPWP Youth Brigades

Participants will earn R3,082 per month while gaining practical experience through community service and developmental programmes.

Women in Advocacy Programme

One of the more targeted interventions in the intake is the Women in Advocacy programme, which focuses specifically on unemployed women aged between 18 and 45 years.

Applicants must:

  • Have at least a Grade 10 qualification
  • Be mothers of children under five years old
  • Have children diagnosed by the Department of Health as affected by malnutrition

Higher-Paying Opportunities Available

Among the available programmes, the highest-paying positions are:

Household Profiling Assistants

These positions require:

  • Grade 12
  • A Social Science or relevant diploma
  • Computer literacy

Participants will earn R5,500 per month.

The role is expected to involve gathering and organizing household-level community data used for social development planning and intervention strategies.

Data Collector Assistants

The Data Collector Assistant programme also offers a stipend of R5,500 monthly.

Applicants must have:

  • Grade 12
  • Computer literacy
  • Data capturing experience (advantageous)

Unlike most other positions, these roles are available only at the Provincial Office.

Caregiving Opportunities for Community Support

The Older Persons Caregivers programme focuses on social care services for elderly residents.

Applicants need:

  • Grade 10 or equivalent qualification
  • Knowledge of caregiving concepts under a registered Home-Based Care Facility
