The National Council for Technical Education (NACTE) is a corporate body established by the National Council for Technical Education Act, 1997 (Act No. 9 of 1997). The Act provides a legal framework for the Council to  coordinate provision of technical education and training and establish an efficient national qualifications system that will ensure that products from technical institutions are of high quality and respond to changing needs as well as technological innovations in the world.

Technical education in this context is defined as “education and training undertaken by students to equip them to play roles requiring higher levels of skills, knowledge and understanding and in which they take responsibility for their areas of specialization”. NACTE is thus, a multidisciplinary and multi-sectoral body empowered to oversee and coordinate the provision of technical education and training in Tanzania.

 

Information on Admission Section

Admission and Articulation Section deals with Admission Verification of selected students through online and offline model, facilitate student’s mobility, prepare and review admission guidebooks, admission guideline and procedures and the section provide technical support to institutions on admission verification and enrollments of verified selected students as well as continuing students.

Admission Guide Book

The admission Guidebook was prepared before the commencement of the admission into Certificate and Diploma programmes. The Guidebooks contains various information about the institutions offering the certificate and diploma courses.  The Council, set the Minimum entry requirement for certificate and diploma programme to be four passes in Certificate of Secondary Education Examination (CSEE) excluding passes in religious subjects. However, there are some programme requirements that are specific to certain programmes. Generally, the admission criteria that were adopted in the admission guidebook those approved by NACTE as per Curriculum Information Reports for relevant programmes. The programmes offered ranges from Basic Technician Certificate (NTA Level 4), Technician Certificate (NTA Level 5) to Diploma (NTA Level 6).

Thus, of the information contained in the admission guidebooks for a given academic year includes the list of institutions with their corresponding programmes offered, minimum entry requirements for each programme, type of ownership of the institution, tuition fee for the respective programme and its duration. The Guidebook is organized per subject boards as follows.

A. Entry Requirements into Science and Allied Technologies (SAT) Programmes

For an applicant to be eligible for admission into Science and Allied Technologies programmes, he/she must satisfy the minimum entry requirements of four passes in non religious subjects in Certificate of secondary education examination (CSEE).  However,there are some programme requirements that are specific to certain programmes. Thefollowing information provides minimum admission requirements for Science and Allied Technologies (SAT) related programmes as detailed herein

B. Entry Requirements for Admission into Health and Allied Sciences Programmes

For an applicant to be eligible for admission into Health and Allied Sciences (HAS), he/she must satisfy the minimum entry requirements of four passes in non religious subjects in Certificate of secondary education examination (CSEE).  However, there are some programme requirements that are specific to certain programmes. The following information provides minimum admission requirements for Health and Allied Sciences (HAS) related programmes as detailed herein.

C. Entry Requirements for Admission into TLF Programmes

The Ministry of Education, Science and Technology (MoEST) requested NACTE to coordinate applications for admission for Certificate and Diploma in Teacher Education to be offered by public Teachers Colleges. The Ministry set and issued entry requirement for Teacher Education programmes to guide admission of students both in public and private Teachers’Colleges for a given academic year. The Programmes for Diploma in Secondary Education included Social Science and Languages, Domestic Science, Business Education, Mathematics and Science, Technical Education, Physical Education,Special Needs Education, Agriculture and Fine Art. The Teacher Education programmes for Certificate level were Grade IIIA in Primary Education,Early Childhood Education, Physical Education and Certificate in Special Needs Education. The minimum entry qualifications set by MoEST were as detail herein:

D. Entry Requirements for Admission into BTP Programs

For an applicant to be eligible for admission into Business, Tourism and Planning (BPT), he/she must satisfy the minimum entry requirements of four passes in non-religious subjects in Certificate of secondary education examination (CSEE).  However, there are some programme requirements that are specific to certain programmes. The following information provides minimum admission requirements for Business, Tourism and Planning(BPT) related programmes as detailed herein.

The Scope of the Council

The scope of NACTE covers all tertiary education and training institutions, other than Universities and their affiliated colleges, delivering courses at technician, semi-professional and professional levels leading to awards of certificates, diplomas, degrees and other related awards.

The mandate of the National Council for Technical Education as derived from Cap. 129 is three fold and may be summarized as below:

  • Regulatory Function: to establish the regulatory framework for technical education and training, leading to quality assured qualifications;
  • Quality Assurance Function: to assist technical institutions to improve and maintain the quality of the education they provide and to ensure that their programmes meet labour market demand, by guiding and monitoring their adherence to the regulatory framework; and
  • Advisory Function:to advise both Government and technical institutions on the strategic development of technical education and training can be made.

These three aspects are interrelated and together make up the core functions of NACTE; a process leading to quality assured qualifications in technical education and training in our country.

Vision

The Vision of NACTE is to realize a well-organized, efficient and effective system of national qualifications and excellence in the delivery of technical education and training,and the resulting output.

Mission

The Mission of NACTE is to establish and operationalise policies, regulations and procedures for setting and maintaining standards and quality of  technical education and training and advising the Government on the strategic development of the sector.

Objectives

The mission statement is translated into the following three main objectives:-
(a) To establish and operationalise policies, regulations and procedures for
setting and maintaining standards and quality of technical education and
training;
(b) To assist technical Institutions to achieve and maintain high quality of
education and training; and
(c) To advise the Government on the strategic development of technical
education and training.
