Job Description

Uganda Revenue Authority (URA) informs all taxpayers that in a bid to improve efficiency by reducing turnaround time, the following categories of exemptions will no longer require any form of pre-approval by office of the Commissioner Customs effective Monday, June 02, 2025.

For the listed category of goods, the importers and/or Licensed Customs Agents are requested to directly make declarations in ASYCUDA Customs clearance system with supportive documentation to justify the request and have the Document Processing Centre (DPC) validate and process the declarations in accordance with the East African Community Customs Management Act (EACCMA).

The specific items and applicable Additional Procedure Codes (APCs) for clearance are as below:

1. Chemically defined compounds used as fertilizers under Paragraph 11, Part B to the 5th Schedule of the EACCMA 472
2. Diagnostic Reagents, equipment and blood collection tubes under Paragraph 14, Part B to the 5th Schedule of the EACCMA 472
3. Poultry parent stock and fertilized eggs for incubation imported by persons engaged in poultry farming as provided for under Paragraph 15(b), Part B to the 5th Schedule of the EACCMA 472
4. Hotel operational equipment as listed under Paragraph 21, Part B to the 5th Schedule of the EACCMA 472
5. Hospital goods as listed under Paragraph 28, Part B to the 5th Schedule of the EACCMA 472
6. Industrial Spare parts under Paragraph 31, Part B to the 5th Schedule of the EACCMA 492

Added Job Description: Customs Officer (Based on URA Roles)

Position: Customs Officer – Compliance & Exemptions
Location: Uganda Revenue Authority Headquarters or Regional Offices
Reports To: Senior Customs Commissioner

Key Responsibilities:

  1. Exemptions Processing: Validate and process exemption declarations for categories such as fertilizers, medical goods, and industrial spare parts in ASYCUDA, ensuring compliance with EACCMA provisions.
  2. Document Verification: Review supporting documents submitted by importers/agents to justify exemption claims and escalate discrepancies.
  3. Stakeholder Engagement: Guide taxpayers and licensed agents on exemption procedures, including the use of Additional Procedure Codes (APCs).
  4. System Management: Ensure accurate data entry into customs systems (e.g., ASYCUDA) and maintain records for audit purposes.
  5. Policy Implementation: Enforce updates to exemption policies, such as the recent waiver of pre-approval for specified goods.
  6. Reporting: Generate weekly/monthly reports on exemption trends and revenue impacts for management review.

Requirements:

  • Bachelor’s degree in Business Administration, Taxation, or related field.
  • Training in customs procedures (e.g., EACCMA, WTO Trade Facilitation).
  • 2+ years’ experience in customs operations or tax administration.
  • Proficiency in ASYCUDA or similar customs systems.
