Consultancy to Strengthen Governance and Policy Development for Choma District Women’s Development Association (Choma DWDA)
Choma District Women’s Development Association (Choma DWDA) is a rural, women-led CSO in Southern Province, Zambia. Following organizational capacity assessments under the LEAD project, governance, policy gaps, and sustainability challenges were identified as priority areas requiring urgent strengthening. To address these gaps, Choma DWDA seeks consultancy services to review and develop key institutional policies, update the constitution, strengthen conflict resolution mechanisms, and design a resource mobilization framework to enhance organizational sustainability. This consultancy is part of the project “Strengthening Internal Governance, Resource Mobilization and of Choma DWDA” (2025).
The overall objective of this consultancy is to strengthen the governance and policy framework of Choma DWDA by developing key policies, updating governing documents, establishing conflict resolution mechanisms, and supporting organizational sustainability through resource mobilization strategies and market analysis.
The Consultant will be expected to:
1. Review and develop at least five new policies: Advocacy, Environment Protection, Resource Mobilization, Disability Inclusion, and Conflict Resolution.
2. Review and update the Choma DWDA Constitution.
3. Develop one Conflict Resolution Flow Chart and establish a 5-member Conflict Resolution Team with defined roles and responsibilities.
4. Conduct a business and market analysis for the oil expelling and gardening initiative.
5. Develop a Resource Mobilization Strategy, build a donor database of at least 20 entries, and facilitate subscription to one funding platform and website.
1.Inception report with detailed workplan and methodology.
2.Five updated/developed policy documents.
3.Updated constitution of Choma DWDA.
4. Conflict Resolution Flow Chart and terms of reference for the Conflict Resolution Team.
5. Business and market analysis report for oil expelling and gardening initiative.
6. Resource Mobilization Strategy document, donor database (minimum 20 entries), and subscription to one funding platform and website.
7. Final report summarizing all outputs, processes, and recommendations.
The consultancy is expected to run from October 20, 2025, to November 30, 2025, with final deliverables submitted by the end of the contract.
The Consultant will report directly to the Programs Manager of Choma DWDA, with oversight from the District Coordinator. Regular progress updates and validation meetings with management and board representatives will be required.
1. Proven expertise in governance, organizational policy development, and constitution review for CSOs/NGOs.
2. Demonstrated experience in developing resource mobilization strategies and donor databases.
3. Strong background in conflict resolution mechanisms and team establishment.
4. Experience in conducting market and business analysis, preferably in agriculture or small enterprise development.
5. Understanding of gender equality, disability inclusion, and community development in Zambia is an added advantage.
The consultancy is financed under the approved project “Strengthening Internal Governance, Resource Mobilization and Communication Capacity of Choma DWDA.” Payment will be made in tranches based on satisfactory delivery of agreed outputs.
