TERMS OF REFERENCE To conduct Immunization Budget Tracking in the 16 BOOST project & the national level.

SAVE THE CHILDREN INTERNATIONAL (SCI, Ethiopia) is the world’s leading independent non-profit organization for children intends to enter an agreement with consulting firms that undertake mapping of protection & reintegration services and formative assessment of parenting practices.

Therefore, interested consultancy Individuals that have experience in the sector are invited to submit their proposal to provide the requested service. The detail criteria are included in the TOR.

Guidance on submission of Proposals:

The following instructions need to be followed when submitting proposals:

  • Clearly establish an understanding of the services required and separate out activities according to the TOR.
  • Describe how the consultant engages with its clients: what processes they follow and requirements they have regarding timelines, rates, requests, sign-off and payments.
  • Include CV that clearly shows the educational background, qualification, and experience.

  • A cover letter expressing interest in the services and briefly stating which package is being applied for. (Maximum 2 pages)
  • Financial proposal broken down by activities/deliverables, and technical proposal, both submitted within the stated deadline.
  • Sample of past work: applicants are requested to submit links to websites developed and designed to demonstrate the experiences required by this Terms of Reference.
  • All other technical documents requested in the TOR.

About You

QUALIFICATIONS & EXPERIENCES
Consultant’s Profile
The consultant will be responsible for planning and delivering the immunization budget tracking within the agreed standards. The consultant will recruit and be accountable for all other persons engaged in the assessment. The lead consultant should possess the following qualifications:

  • Only applicants with a minimum of a master’s degree qualification from a recognized university in monitoring and evaluation, and 10 years of relevant experience and skills will be eligible for this announcement
  • PhD in health policy advocacy/reform, and health Economics, Public Health, with additional skills in Immunization/ Health care financing, or
  • Any other relevant PhD degree (Monitoring & Evaluation, Demography, Health Economics, Policy) with extensive skills in published research papers in Immunization Financing and/or health financing.
  • MD and MPH or MD and MSC/MA in health/immunization policy advocacy/reform, and health Economics, Public Health, with additional skills in Immunization/ Health care financing, and extensive research experience in conducting Immunization financing/costing, or Health Financing, particularly in PHC.
  • Master’s degree in health and/or Immunization economics or master’s degree in public health with 12 or more years of extensive research skills in Immunization Program Financing or health sector financing, focusing on PHC.
  • Must have excellent skills and experience in conducting immunization policy and budget assessments with multi-sector actors, both in development and humanitarian settings.
  • Must possess solid methodological and research skills demonstrated through several research pieces and evaluations.
  • Must possess excellent report writing, analytical, interpersonal, and communication skills.
  • In-depth knowledge and skills in immunization and health economics, advocacy, and communication at national and sub-national levels.
  • The ability to work collaboratively with multiple individuals and groups and to fund projects will be an added advantage.
  • Ability to produce high-quality work under tight timeframes.
  • Must be availed of all the required technical expertise, trained research team, and logistics at the time of fieldwork.
  • With previous work experience and reputation with similar activities on health systems policy review, budget tracking, and budget advocacy on immunization, and health at different contexts will be an asset.
  • Proficient in the English language.
  • Knowledge of the local language (Afan Oromo, Somali, & Amharic, etc) will be a plus

Both technical and financial proposals must be submitted in a hardcopy format in person to the address specified below. the “bidders’ name, address, and the tender reference number and title as stated above. The tender must be submitted to SCI till July 15, 2024.

Save the Children Procurement Committee will open tender responses on October 9, 2025.
