Job Description

Luke International (LIN) is an independent non-governmental organisation that has been working with the Government of the Republic of Malawi (GoM) in HIV and AIDS, TB and related health issues in the health sector to improve health information systems since 2009. LIN’s mission is to promote activities that increase local human capacity and technical competence for providing HIV and AIDS care and support and advocate for people to attain universal health coverage goals in Malawi. LIN is collaborating with the Ministry of Health, implementing partners, academic institutions, hospitals, community-based organisations and international, domestic partners to provide ongoing technical assistance and implement digital health and information technology programs. LIN is currently working with the Department of HIV/AIDS (DHA), Digital Health Division (DHD) and clinical services-related departments of the Ministry of Health as the Local Implementing Partner to implement a Gates Foundation (GF) funded project, the AHD Improvement through MaHIS Strengthening (AIMS). The MaHIS (Malawi Healthcare Information System) is the government-owned hospital-wide information system to be used at the point of service delivery in public health facilities, and LIN is one of the technical partners in supporting the MoH for the system design, development, implementation and maintenance. The DHD is the custodian to accommodate the needed personnel, and LIN is responsible for the human resource management and development.

Luke International is opening the following Positions tenable to support the Digital Health Division in Lilongwe;

User Support Officer (1 Position)
Reports to: Technical Manager- Implementations
Location: Lilongwe

Description/overview of the position

The user capacity and support coordinator is expected to coordinate among clinical anc nealth service providers (including but not limited to medical doctors, clinical officers, medica assistants, nurses, technicians) at project demo sites and the national level, the software development team, and the MaHIS deployment team. The position is expected to have a clinical background (nursing or medical) and experience with digital health solutions to be posted at the DHD based in Lilongwe, Malawi. He/she is also expected to have a strong background in quality improvement to be responsible for collecting user requirements for MaHIS development and feedback from users to enhance MaHIs.

Duties & Responsibilities;

  • Responsible for collecting user requirements for MaHIS development and feedback from users to enhance MaHIS
  • Provide strong interpersonal skills and willingness to bridge communication between health personnel (clinician and nurse) and digital health developers to enhance MaHIS for AIMS goals.
  • Provide support to MaHIS usage improvement efforts and data quality at the facility level, including, but not limited to, joining deployment training, field supervision, on-the-job knowledge/skill transferring, remote user support, etc.
  • Strengthen healthcare workers’ skills in MaHIS usage through various capacity-building and knowledge/skill transfer efforts at the facility and user support skills at the national level (to DHD).
  • Responsible for assisting in the consolidation of plans for user capacity building and support activities in relation to MaHIS deployment and support, including resource forecast.
  • Understanding the Monitoring and Evaluation framework from the Digital Health Strategy, Digital Health Policy, Health Sector Strategic Plan III, and Department of HIV Strategies and applying digital health solutions (both MaHIS and national systems) to support M&E needs.
  • Apply excellent understanding of digital health solutions, including District Health Information Software, Open HiE, and Master Health Facility Registry, among key project digital solutions to support user needs in enhancing MaHIS development and usage.
  • Assist software developers with tuning of deployed software and refinements of processes
  • Ensure that data processes at facilities are of the highest quality based on relevant standard operating procedures and quality standards (Completeness, timeliness, etc)
  • Proactively participate and facilitate the use of data to support HIV related health services delivery and quality improvement efforts at facility levels.

Education & Experience

  • A bachelor’s Degree in Nursing, Clinical, Computer Science, Health Informatics, or a related field.
  • A Master’s Degree will be an added advantage.
  • At least 3 years of work experience in IT project management in the health domain. 2 years in a leadership position with demonstrated experience in administration and financial planning
  • Demonstrated knowledge in digital health and experience in product designing.

Required Skills

  • Knowledge of Prevention of Sexual Exploitation and Abuse, and willing to undergo training on the same.
  • Demonstrated knowledge of contextual inquiry or user-centred design.
  • Knowledge of agile software development processes.
  • Experience in implementing and evaluating digital health solutions.
  • Ability to multitask and work independently.
  • Mature, well-organised, and able to work under time pressure.
  • Demonstrable excellent interpersonal skills working with colleagues and supporting clients.
    Demonstrable excellent stakeholder management skills.
  • Good coordination and communication skills.
  • Willingness to work long hours to achieve results.
  • Fluency in both spoken and written English and Chichewa technical .
