Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. Our teams are committed to supporting civilians’ victims of marginalization and exclusion, or hit by natural disasters, wars and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency.

PUI works in 10 areas of intervention and distinguishes itself by the implementation of an integrated approach in its response. This method aims to identify and understand the needs of all those affected by a crisis. Our teams come together to bring a rapid global response to the basic needs of populations affected by humanitarian crises to help them regain independence and dignity.

PUI in Ethiopia:

Following the north Ethiopia conflict which erupted in 2020 and the reports of recurrent drought which is affecting the life and livelihood of millions in different regions of Ethiopia, PUI decided to contribute its part to address the humanitarian needs triggered by both manmade and natural disasters. PUI has been registered with FDRE Authority for Civil Society Organization (ACSO) since June 22, 2022, to enable the organization to operate legally in the country.

Since then, PUI has been providing humanitarian assistance in Afar and Benishangul Gumuz Regional States addressing the needs of population affected by both manmade and natural disasters. The organization has been exploring the potential gaps in terms of humanitarian assistance in the regions where it is currently intervening and other regions.

The current projects in Afar and Benishangul Gumuz regions are mainly focusing on creating better access to health and nutrition services for conflict and drought affected population. PUI is working in collaboration with local health authorities in providing support to revitalize the conflict affected health systems in those regions. In Metekel zone of BGRS, PUI is implementing humanitarian assistance in Debatie, Bullen, and Dangur woredas while in Afar, PUI is supporting nutrition services in Abala town, Abala rural woreda, Berhale, and Dallol woredas of Afar region in Kilbati Rasu zone.

PUI is expanding its interventions to Amhara region where the ongoing conflict has affected provision of health services. Accordingly, the organization is opening a new project in East Gojjam zone of the region to respond to such needs. For this response, PUI is hiring technical team to be based in Motta, Esat Gojjam zone to undertake the intervention.

Overall Objective:

Under the supervision of the Area Coordinator and MEAL Specialist, the MEAL Officer will contribute to the implementation of MEAL activities in the field through supporting Project/Field Officers, partner staffs and Community Facilitators/Mobilisers in data collection, consolidation and quality management and undertaking MEAL related activities and implementation of an appropriate monitoring and evaluation system for successful delivery and attainment of project goals and objectives.

She/he will also be in charge of implementing the accountability strategy in the intervention areas, as well as strengthen capacity-building and capitalization through the development and the implementation of learning tools and process.

Tasks and Responsibilities

1. IMPLEMENTATION OF THE MONITORING AND EVALUATION PLAN

• Ensure the collection, reporting and validation of monitoring data of project teams and ensure the data reported by Field Officers/Program Manager is accurate and of good quality and reported in a timely manner
• Produce monitoring checklists and conduct regular joint field process monitoring, quality assessments and data validation, and provide feedback and recommendations for timely improvement
• Ensure that community leaders and beneficiaries are actively participating in all project and MEAL activities
• Supporting project teams in designing and regularly updating project MEAL guidelines and tools and ensure that project staff have access and capacity to use the tools
• Provide training to field level project staff on the use of the MEAL system including survey sampling and piloting of MEAL tools, conducting assessments and the implementation of periodic evaluation activities including baseline surveys, research and evaluations in all sectors
• Ensure utilization by all projects of appropriate data collection and reporting templates that facilitate the acquisition and aggregation of data
• Undertake regular visits to field locations/project sites to support monitoring and evaluation processes and activities related to all sectors of PUI interventions
• Support supervision of base level project staff and ensure that their capacities are built and that they are supported to deliver on their day to day MEAL work by constant communication and joint field level MEAL activities.

2. IMPLEMENTATION OF THE ACCOUNTABILITY STRATEGY

• Establish a complaints and feedback mechanism (CFM) based on the highest levels of integrity which beneficiaries will trust and ensures that they can make confidential complaints and be confident of the response processes.

  Ensure that feedback is routinely recorded, reviewed and responded timely in line with feedback mechanism guidelines

• Ensure that CFM database is regularly updated
• Share the periodic CFM report with project
• Participate in internal and external meetings related to humanitarian accountability

3. INTERNAL AND EXTERNAL REPORTING

• Update the Field coordinator and Program Manager on daily achievements and challenges encountered on the field at the end of each day
• Verbally contribute and participate in weekly base meetings including accurate reporting on successes and challenges
• Ensure that the data collected goes through a data cleaning and validation process each day.
• Develop reports that synthesize and synchronize initial key finding (needs) and results (outputs/outcomes) such as indicator tracking table, etc.
• Keep monitoring tools and files archived at the PUI office, ensuring their availability to the MEAL department
• Pass on any information or problems to her/his direct and/or indirect supervisor concerning her/his task, PUI programs, or safety aspects.

4. CAPITALIZATION/INSTITUTIONAL KNOWLEDGE BUILDING

• Use lessons learnt combined with field experience to provide contributions and feedback, including during design phases of field tools and assessments
• Actively engage in ongoing trainings and knowledge building
• Provide support to programme manager in reviewing information across projects, to ensure that feedback and complaints are taken into account in programme management decisions
• Identify and formulate accountability findings, lessons learned and recommendations to be integrated into planning and reporting efforts of PUI project activities
• support project staffs in producing success stories and document best practices
• organize learning events, performance review meetings, and project kick-off/closeout meetings at field level

The tasks and responsibilities defined in this job description are not exhaustive and can evolve depending on the project needs. The employee could be requested to perform other tasks as his/her Line Manager may judge necessary.

About You

• BA/BSC /MA/MSC/MPH in Monitoring and Evaluation, Economics, Project management, Statistics, Public health, Epidemiology, Demography
• Certificate in Monitoring and Evaluation.
• Minimum of 4 years’ experience out of Which 2 years in INGO experience with Similar activities.
• Working experience in Amhara region, Gojjam zones
