The Judicial Service Commission (JSC) of Uganda is an independent constitutional body established under Article 146 of the 1995 Constitution of Uganda. Its primary role is to oversee the recruitment, discipline, and regulation of judicial officers, thereby ensuring the integrity and efficiency of the judiciary.
Mandate and Functions
The JSC’s responsibilities are outlined in Articles 146–151 of the Constitution and include:

Appointment and Discipline: Advising the President on the appointment of high-ranking judicial officers such as the Chief Justice, Deputy Chief Justice, and Justices of the Supreme Court, Court of Appeal, and High Court. The Commission also appoints and exercises disciplinary control over other judicial officers, including magistrates and registrars.

Public Complaints and Oversight: Receiving and investigating complaints from the public regarding the conduct of judicial officers and the administration of justice.

Legal Education and Public Awareness: Implementing programs to educate judicial officers and the public about the law and the administration of justice.

Advisory Role: Providing recommendations to the government on improving the administration of justice.
Composition
The Commission comprises nine members:

A full-time Chairperson qualified to be appointed as a Justice of the Supreme CourtA part-time Deputy Chairperson also qualified for the Supreme Court.Six part-time members representing various stakeholders, including the Public Service Commission, Uganda Law Society, Judiciary, and the public.The Attorney General serves as an ex-officio member.
All members are appointed by the President with the approval of Parliament.
