East African Crude Oil Pipeline (EACOP)



  • Project Purpose: To transport crude oil from Uganda’s oil fields in the Lake Albert region (Tilenga and Kingfisher projects) to the Tanzanian port of Tanga for export.




  • Total Length: 1,443 km (296 km in Uganda, 1,147 km in Tanzania).




  • Capacity: 246,000 barrels per day.




  • Pipeline Diameter: 24 inches, fully buried and insulated.




  • Construction Model: Built, owned, and operated by EACOP Ltd, a company owned by:





    • TotalEnergies – 62%




    • Uganda National Oil Company (UNOC) – 15%




    • Tanzania Petroleum Development Corporation (TPDC) – 15%




    • CNOOC Uganda – 8%










Technical & Operational Details




  • Starting Point: Kabaale, Hoima (Uganda).




  • End Point: Chongoleani Peninsula, near Tanga Port (Tanzania).




  • Thermal Maintenance: Oil is kept above 50°C using trace heating due to its physical properties.




  • Power Supply:





    • Uganda: Surplus power from Tilenga/Kingfisher & national grid.




    • Tanzania: Onsite generation with 5 solar farms (90MWp total) and future grid connection.






  • Control & Monitoring:





    • 24/7 control rooms at both ends.




    • Fibre-optic cable for data transmission, temperature, and vibration monitoring.




    • 76 remotely controlled block valves for emergency isolation.




    • Periodic intelligent pigging for wall thickness and integrity checks.




    • Hydrotesting at 1.25x pressure before commissioning.

  • 6 Pumping Stations: 2 in Uganda, 4 in Tanzania.




  • 2 Pressure Reduction Stations.




  • Marine Storage & Load-out Terminal: Located at Tanga Bay with jetty access to 23m water depth.




  • Fibre-Optic Infrastructure: Enhances regional internet connectivity potential.








Legal and Governance Framework




  • Intergovernmental Agreement (IGA): Uganda & Tanzania, signed May 26, 2017.




  • Host Government Agreements (HGA):





    • Uganda: April 11, 2021




    • Tanzania: May 20, 2021






  • EACOP Shareholders Agreement: Effective from February 15, 2022.




  • Transport and Tariff Agreement (TTA): Defines oil custody and EACOP income structure.

  • Land Acquisition: Final 30m right-of-way determined after 2016–2018 surveys and assessments.




  • Resettlement & Livelihood Restoration: Programs in place for affected communities.




  • Environmental and Social Impact: Multiple studies completed; includes biodiversity and vulnerable ethnic group considerations.




  • Human Rights Commitments: Incorporated into operational standards.
