The Independent Regulatory Board (IRB) serves as the regulatory arm of the Eastern Africa Power Pool (EAPP), overseeing the harmonization and regulation of electricity markets across Eastern Africa. In Uganda, the IRB Secretariat is hosted at the Electricity Regulatory Authority's (ERA) premises, known as the Consumer Protection and Installation Permits Center.

This location was officially designated as the IRB Secretariat following Uganda's Cabinet approval in May 2023, granting the IRB diplomatic status and tax exemptions. The inauguration of the Secretariat took place on April 17, 2025, in Kampala, marking a significant step in regional energy cooperation.
