The Education Local Expertise Centre Uganda (ELECU) is a national non-governmental organization (NGO) committed to enhancing the quality of basic education across Uganda, with a particular focus on marginalized and disadvantaged communities.

ELECU's strategic plan (2020–2024) outlines five key objectives:
Enhancing Access to Quality Basic Education: Focusing on increasing enrollment and retention rates, especially among vulnerable populations.
Improving Teacher Effectiveness: Providing continuous professional development to enhance pedagogical skills.
Youth Skills Development: Offering vocational training and entrepreneurship programs to empower youth.
Community Involvement: Engaging communities in educational processes to foster ownership and sustainability.
Institutional Capacity Building: Strengthening ELECU's internal systems for effective program implementation.
ELECU implements several programs aimed at improving educational outcomes:
BRIDGE Project: Funded by the Mastercard Foundation, this initiative provides market-relevant education and skills to refugee and host community youths in Nakivale, Rwamwanja, and Kyangwali.
Skilling Deaf Youth Project: In partnership with Wilde Ganzen and the Vandoorn Foundation, this project offers vocational training to deaf youth in Pakwach district.
PlayMatters: Collaborating with the International Rescue Committee and the LEGO Foundation, this program promotes learning through play for children aged 3–12+ in Madi Okollo district and Rhino Camp Settlement.
Gender Responsive Education and Child Protection (GREP-WN): In partnership with Plan International Uganda, this project focuses on enhancing gender-responsive education and child protection in West Nile's refugee and host communities.
Comprehensive Primary Education for Refugee Girls and Boys: Supported by Street Child and Education Cannot Wait, this initiative aims to improve access and retention rates for learners in Nakivale settlement.
