🇺🇬 In Uganda: Kiteezi Landfill Project

🤝 Partnership & Goals

  • In October 2024, Uganda’s government signed an MoU with Jospong Group to handle the 39‑acre Kiteezi Landfill (just outside Kampala), transforming it into an eco‑recreation zone.

  • Plans include:

    • Composting organic waste (≈80% of Kampala’s garbage) into fertilizer

    • Recycling plastics, glass, metals

    • Building transfer stations

    • Setting up a bin-manufacturing plant

    • Creating 2,000+ direct jobs

🧱 Strategic Plans

  • The landfill is to be:

    • Decommissioned, capped, slopes stabilized

    • Converted to usable land and linked to composting/recycling facilities


🔍 Legal & Procedural Challenges

🛑 Suspension of Activities

  • In October 2024, Uganda’s Inspector General of Government (IGG, Beti Kamya Turwomwe) suspended Jospong’s operations at Kiteezi due to procurement irregularities—allegations included:

    • No open bidding

    • Lack of environmental impact assessment

    • No feasibility study

    • Questions over how Jospong would recoup investment if the service was offered at zero cost.

🧾 Investigation Status

  • The IGG ruled (Oct 17, 2024) to pause all dealings until the investigation was complete. The government has contended it followed correct procedures .


🔄 Current Position & Outlook

  • As of recent months, the project remains under review by Ugandan authorities; no clear agreement or construction has been resumed.

  • Should the investigation conclude positively, Jospong aims to transform Kiteezi into a model of sustainable waste management, with facilities for composting, recycling, and new green public space.
